Just like RtePM,
FLEET estimates the time required for evacuating vehicles to clear a user-defined area for a variety of evacuation scenarios.
FLEET however is specifically intended to be used in short notice evacuations such as those for
wildfires, flash floods, or human-caused disasters.
FLEET models using census block data, supporting much more detail than the census block group analysis level most often used by RtePM (census block groups include 39 census blocks).
FLEET also supports inclusion of smaller roads than those considered by RtePM.
Both
FLEET and RtePM estimate the number and speed of evacuating vehicles as determined by user-assigned or modified variables, such as the time of day when an evacuation starts, evacuation rate, the population’s participation rate, and the number of people per vehicle, using parameters provided within the model.
